In the DISEC committee, diplomacy is maintained, and the point remains to work together to either ban Precision Guided Munitions or develop them as weapons for military use in cases of emergency or general control.
During the first session of the committee, in the opening speeches, the situation of the problem, ranging from possible weapons failures to a political impact in some cases, was made clear. Some influential countries, such as Belgium, put on the table the opportunity to manage the armaments properly, with restrictions and commitments by governments to possibly create a committee dedicated to the general care for these weapons and avoid problems. The use of silenced weapons and their dangerous potential has been a major focus of the committee, along with the safety of people and what would happen if the weapons ended up in the wrong hands, has been moving the committee. The impact of the voices of the delegates was seen at the time of speaking. During the session, there was no room to have very strong and influential unmoderated cocus so far, but it is understood that by internal treaties, they are talking about the opportunities to form alliances in order to put together proposals and follow the debate politely and diplomatically.
One country that has made its position very clear is Russia, which only in its opening speech mentioned the great potential of the weapons and their benefit in a certain way, making the committee start to separate opinions and options in order to start working on papers. Russia has a proposal called "shooting star", where it is implied that they want to prevent the weapons from ending up in the wrong hands, but they want to continue with the disarmament of these in a more careful way.
